Role of the Principal
Policy

The Principal shall not cause or allow any practice, activity or decision that is unethical, unlawful, and imprudent or which violates the board’s charter or expressed values or commonly held professional ethic.

The key contribution is management of the school

The Principal is required to:

(a)    Meet the requirements of the current job description
(b)    Meet the requirements of the Principal’s Professional Standards
(c)    Act as the education leader of the school
(d)    Maintain the internal culture including the special character
(e)    Manage the school effectively on a day-to-day basis within the law and in line with board policies.
(f)     Implement the (annual) operational plans and give priority to the school’s annual targets.
(g)    Use resources efficiently.
(h)    Put good employer policies into effect.
(i)     Oversee teacher appraisals and staff professional development.
(j)     Hire, deploy and terminate relieving and auxiliary staff positions
(k)    Preserve assets (financial and property)
(l)     Communicate with the community on operational matters
(m)   Keep the board informed of information important to their role.
(n)    Report to the board on the compliance with their policies.
(o)    Organise operations within the boundaries of prudence and ethics established in board policies on Operations
(p)    Appoint, on behalf of the board, the Privacy Officer and EEO Officer.

Only decisions made by the board acting as a board are binding on the Principal. Decisions or instructions of individual board members, portfolio holders or committees are not binding on the Principal except in rare circumstances when the board has specifically authorised it.  The relationship is one of trust and support. Both parties work to ensure ‘no-surprises”.  The Principal is not restricted from using the expert knowledge of individual board members acting as volunteers.

Delegations to Principal


The Principal has the following delegated authorities:--*
1.    Management of the School in line with current school policies and  legislative requirements
2.    Appointment of staff
(a)    all relieving teaching staff
(b)    all non-teaching and administration staff
(c)    all permanent teaching staff, except those appointed to the schools senior management team. NOTE: The approval of the board is required to the employment of permanent, and long term relieving teaching staff in excess of FTE Staffing Entitlement set by the Ministry of Education

3.    All operating expenditure up to a limit of approved budget per expenditure category. Any items in excess of budget, or the movement of budgeted expenditure amounts from one category to another requires, approval of the finance committee of the Board, or the full Board
4.    Capital expenditure as per adopted 2005 Budget

The following decisions are reserved to the Board
(a)    Approval of overnight stays for Education outside the classroom
(b)    Approval of all leave without pay in excess of 5 days
(c)    Approval for any school travel overseas, for staff and students
(d)    All capital works programmes
(e)    Any permanent staff in excess of the FTE staffing entitlement as set out by the Ministry of Education( see above)

Power to Sub-delegate

The Principal has the authority to sub-delegate his /her authority in the following areas:-
(a)    Decisions on school organisation – to the Associate Principal or other senior staff as he/she sees fit
(b)    Day to day decisions, including disciplinary actions – to the Associate Principal or other senior staff as he/she sees fit

General Comments On Delegation

(a)    All powers delegated in this instrument must only be exercised in accordance  with  approved policies and directions of the Board
(b)    All powers delegated in this instrument must be exercised in a manner which is consistent with National Education Guidelines (NEGS) and National Administration Guidelines (NAGS)
(c)    These powers may be exercised by any person appointed to act as Principal, in the absence of the Principal
